Read by Grade 3 Law

Dear DEAW Parents,

In 2016 the Michigan Legislature passed the “3rd Grade Reading Law” (Public Act 306). Its purpose is to ensure that all students exiting 3rd grade are at or above grade level proficiency and provides extra support for K-3 students who are not reading at grade level.

In accordance with PA 306, districts are required to administer state approved reading assessments to all K-3 students. David Ellis Academy West will be using the Northwest Evaluation Association/Measure of Academic Progress (NWEA/MAP) and the MDE approved iReady diagnostic to identify students who need additional instruction or interventions. Using this information, an Individual Reading Plan is developed for students not a proficiency level. Parents will receive regular communication about the planned in-school services as well as strategies they can use to support literacy at home.

Beginning this school year, the Michigan Student Test of Educational Progress (M-Step) will be used to determine promotion to 4th grade. Students begin taking this assessment in 3rd grade. If your child is reading below grade level at the end of Third Grade, you will be informed in writing by the Michigan Department of Education that your child will not be promoted to Fourth Grade and will be retained in 3rd Grade. Students may qualify for a Good Cause Exemption.

Given that reading proficiency is a strong predictor of future career and college readiness, literacy is embedded in all subject areas. Although the school focuses on early literacy throughout the school day, we still need your support. Family engagement plays a vital role in a child’s success as a reader. Your child’s teacher has compiled a package of resources to you support our work at home. Together, teachers and parents can ensure that all of our DEAW 3rd grade students achieve reading success!

Sincerely,
